Comparing the real cost of Accounting Software

I have just finished scanning through an excellent white paper from CAL Business Solutions Inc. which thoroughly discusses the questions to ask and the process you should go through when considering software.
Now I think this is relevant if you are considering upgrading, changing or adding to your current software.
There is only one part of the document I disagree with. Under Appendix A, it talks about the steps to take before the final quote. Step 4 of this is "The Final Quote". The document indicates that after a personalised demo the partner should be able to "prepare a quote that accurately pinpoints the total costs for the project."
This may be true is some cases, but in most, without investing and spending time on a detailed solution planning study (SPS), neither you nor the supplier has the information to provide a quote that accurately pinpoints.
